Rule Breaker Cards are a way to add a bit of unpredictability to a 40k game. They work great in Apocalypse games, but can be used in regular, doubles, and group games, too.
They are really simple to use. All you need to do is print the Rule Breakers listed below on cards and allow every player to randomly choose one before the game begins. It is easier to put them in a spreadsheet in equal sized cells, print two or three copies of them, cut them out, fold them, then put them in a hat.
It is up to each player whether or not they want to tell any other player what card they got. They can use the card at any time in the game (unless the Rule Breaker specifies when it should be used).
Give them a try and you won't regret it. It will definitely create some memorable moments in your game.
RULE BREAKER: Personal Teleport Device
One unit can move up to 30" in the movement phase one time during the game. This unit cannot be a super-heavy vehicle or a monstrous creature. The unit cannot assault on the turn it makes this move.
RULE BREAKER: Shoot Them All!
One unit can target a unit that is in assault or place a template so it is covering a friendly unit one time during the game. If targeting a unit in assault with a non-template weapon, allocate hits across both units, starting with the enemy unit first. If there are enough shots that everyone gets hit once, then allocate additional hits against the enemy unit first in the same fashion. Roll to wound AFTER all the hits are allocated.
RULE BREAKER: I Can See YOU
During the shooting phase, a single unit can declare that all shots fired at an enemy unit will ignore cover saves one time during the game.
RULE BREAKER: Your Armor Means Nothing
During the shooting phase, a single unit can declare that all shots fired at an enemy unit will ignore armor saves one time during the game.
RULE BREAKER: Long Range Shot
During the shooting phase, a single unit can declare that all shots fired at an enemy unit will have a range of 72 one time during the game.
RULE BREAKER: Furious Attack
One time during the game, all failed Roll to Wounds can be rerolled for a single unit. This can be declared in the shooting or assault phase.
RULE BREAKER: Lucky Shot
One time during the game, all failed Roll to Hit can be rerolled for a single unit. If this is used for a template weapon, the scatter dice can be rerolled, but you must accept the results of the second roll. This can be declared in the shooting or assault phase.
RULE BREAKER: I'm Not Done Yet!
One time during the game a unit that is falling back may instantly regroup, regardless of how many casualities the unit took. This should be declared at the beginning of the movement phase.
RULE BREAKER: Fear ME!
One time during the game you can declare that any unit (enemy or friendly) that is taking a morale check instantly fails the check. This also applies to Fearless units. This can be declared right before or right after the morale check is made, but before any other game action takes place.
RULE BREAKER: Heavy Firing
One time during the game you can declare that a single shooting unit fires twice. These shots can be taken against different targets and the targets do not have to be declared prior to the first round of shooting. This ability does not apply to one-shot weapons, super-heavy vehicles or montrous creatures.
RULE BREAKER: Drive By Shooting
One time during the game you can declare that a single vehicle can move 12" (18" for fast vehicles) and shoot all of it's weapons. In addition, ALL models inside the unit can fire all of their weapons as if the unit was stationary, regardless if the vehicle has any fire-points (they are sticking their heads and weapons out the door). This ability does not apply to super-heavy vehicles or monstrous creatures.
RULE BREAKER: Found the Weak Spot
One time during the game all glancing and penetrating hits to a single enemy vehicle from a single unit receive a +3 bonus to the armor penetrating roll.

Interesting stuff - been looking through your campaign stuff recently and on the berks forums and it's all great! I plan on using a lot of it for a campaign I'm going to run soon! :)
